Yes, it is a new service by Microsoft, it lets you create email accounts with a large variety of custom domain names, I am sure people will starting using it as a SCAM, do they have any sort of "Authentic Domain Owner agreement"?

yeah man name is changed and also the ads in tv showing coolhaotmail.com is also come out man i think this way they will attract some people to use their messenger

The only difference is their layout. They make Live.com a bit simple like Google and there is nothing else. if you will search some keyword both will give you same results.
