Scope of Directories and How to make a Quality Directory?

As we all know the modernizations in the directories' industry and the most recent behavior of Google with the highly promoted paid directories, what is the main purpose of creating a web directory? how much importance a general web directory holds in the search engines?

Secondly, how to create a quality web directory that can gives the reason to exist, both for the general users as well as for the Search Engines.

I really don't like to comment on topics like this one. The reason that we don't have an idea about what and how google will treat the directories. So it's always bad commenting in wrong way when you don't have an idea whats going on and why.

For me google will always do bad with directories. Directories are as competitors for google and this is true. Google will not accept if anyone is trying to destroy their business of selling links.

Now I think search engines have developed many technologies to find and crawl new websites/pages and a directory is just a organized website which only serves this purpose ie help search engines find other website(only to index)
So I think Google or any other SE has no special respect for a directory
I think Google is not against selling links but against manipulating its search results.
