"Quaero" Means "I am searching"

So Europe is going to have something in competition to Google. "Quaero" means "I am searching" and it is a French Word. While reading about it, i acam to know that Europe freed 199 Million Euros for this project and they are planning to give a tough time to Google in next 5 years. IMO this is a very little money to have a setup like Google and it is almost impossible to defeat Google in this price. What you think about it?
