how much promotion budget is required to make a forum as big as 1mn + members?

You mean 1 million, right? Well, I don't know because my forum has about 100 members only. But I guess you'll spend thousands of dollars if you want a lot of active members, not just people who sign-up and then go away.

It needs huge investment dude.May be some 60 to 70k dollars. Also you will be tiring when you get such a traffic in a short period of time. The traffic should be slow and steady. Getting back the customers are much more important.

In my opinion, it depends on niche of your forum. If it attracts people, they will be active on your forum. You can hire some paid posters for start.. ( in my opinion, for first, 5k Posts are enough ), and then people may come and join your forum and start posting.

Honestly, I don't think there's a definite price that can give you 1 million users, some forums became popular with no budget at all. It depends on the quality of the forum, topic, etc.
