Which are stronger backlinks and produce greater results in SERP for the same keyword phrase? All blogs and forums have the same page rank pr5 and all the same relative content. (Hybrid Toyota motors)

1,000 comment backlinks from10 blogs
or
1,000 signature links from 10 forums

The answer already exist in your question.
Use forums and blogs, what you need is to spend more time at seo-friendly forums and write original articles for relevant blogs.
All these backlinks are strong!

The more blogs you commented and the more forums you've joined, the more backlinks you will get. Cheers

I'm assuming both you are talking about dofollow links in both case - if so, then blog links are more valueable - because blog posting has less outgoing links than a forum posting. As a result link juice is not much shared with many outgoing links.
