Are they fooling me?

Well, I was browsing the net in search for an online job. Then I landed to a site that offers a good salary and just work from home. But before I get the job, I must first pay $39.99 for the application form and the job instruction. Is this a fraud? I don't want to divulge the name of the website (at least I'm nice)

. Do you think this kind of companies that offers online jobs but they need you to pay first are fraud? Need an advice.
