If you are looking for long use of your paypal then i recommend not use VCC as i heard that so many having problem with that. Go and get one CC from any bank like HDFC,ICICI,SBI as now they offer free of charge if you have bank account with them and FD of 20k amount with them. Its just my suggestion to you.

Yes,

That'll be enough. You just can add a VCC now and also add a bank account.

You can add your real CC after the VCC expires.
